Carroll was from a 4-H family of members and leaders, and was an eight year 4-H member. He was a local 4-H club leader for many years and was a member and chair of the county 4-H committee. Carroll also served as the beef superintendent at Westfair.
Carroll first started working with 4-H programs in Wayne and Taylor Counties as Youth Assistant and CED. Carroll served as West Pottawattamie County Extension Director for eleven years where he assisted with the organization of county 4-H activities in West Pottawattamie.
