2003 Keokuk County - Cap MillerCounty superintendent Cap E. Miller in Keokuk County was one of several individuals in Iowa who pioneered the precursors to 4-H clubs as we know them today.  In 1904 he made plans and urged his teachers to promote clubs and teach farm subjects.  He sponsored a county organization of boys and girls with officers and educational programs.  Miller’s plans fostered many of the teaching tools of today’s 4-H program---elected officers, educational programs, project requirements, records, regular club meetings, exhibits and reports.

The work with boy’s was called “Boys’ Agricultural Clubs,” and the girls work was the “Girls Home Culture Clubs.”
